ISLAMABAD – Pakistan Telecommunication Authority (PTA) made strict new rules that could make or break operators’ participation. Telecom giants now face mandatory minimum bidding requirements, fail to comply, and they risk losing their entire pre-bid deposits. According to PTA’s clarifications on the Information Memorandum (IM), these companies must bid for at least five lots in both the 2600 MHz and 3500 MHz bands during Round 1. Falling short in either band will invalidate the entire bid, effectively shutting operators out of the auction from the very start. PTA warned that non-compliance will be treated as a zero bid across all categories, triggering the forfeiture of full pre-bid deposits and barring participation in future rounds. The regulatory body is leaving no room for tactical play. While later rounds allow bidding anywhere between the Opening Price and the Clock Price, all bids must strictly be in multiples of $1,000. Any amount outside this range will be automatically blocked by the auction system, ensuring operators cannot “cheat” the process. PTA clarified rules for “maintain bids,” which allow operators to hold their current standing. These can only be placed at the prevailing Clock Price, removing any ambiguity over strategic pricing. For example, if the Opening Price is $10 million and the Clock Price $12 million, valid bids can include $10 million, $10.5 million, $11 million, or $12 million, but bids like $10,000,001 or $11,999,999 will be rejected, with the system rounding them to the nearest valid figure. The regulator promises more guidance in upcoming sessions, including an information session on February 16, a bidder seminar on March 4, and a mock auction on March 5. Analysts say this tightly controlled structure signals a no-nonsense, highly disciplined approach to Pakistan’s 5G rollout, leaving telecom operators with no room for tactical maneuvers. With minimum bidding, strict $1,000 increments, and automatic bid rejection, PTA is clearly sending a message: serious bidders only.
